Requirements
- Consortium leaders and participants should be enterprises, research structures, or universities with independent legal personality in mainland China (registered before 30 September 2020). They should not possess any negative credit records or be blacklisted. They should have strong capacities and conditions for scientific research, as well as standard operation procedures. State bodies cannot participate;
- The team leader as well as relevant sub-topic leaders should hold senior job titles or Ph.D. degrees, should be born after 1 January 2020, and should dedicate at least 6 months per year to the project;
- Public officials from any level cannot participate in this annual call;
- The team leader as well as relevant sub-topic leaders can apply to only one project in this annual call. Team leaders (including sub-topic leaders) of ongoing national-level programmes cannot apply as team leaders to this annual call, unless their current projects end before 30 June 2020;
- Specially-appointed consultants as well as experts that participated in the drafting of this annual call, cannot participate;
- Foreign experts (including HK, Taiwan and Macao) employed full-time by Chinese entities can be presented as team leaders (PIs) if relevant employment certificate is provided; foreign experts not employed full-time by Chinese entities should provide relevant employment certificate by both foreign employer and Chinese employer;
- Endorsement: applicants with direct business relation with State Council agencies should seek endorsement by these; companies which are members of associations or alliances should seek endorsement by these; the rest should seek endorsement by their respective municipal or provincial science and technology departments/commissions;
- A maximum number of 5 sub-topics can be designed. The maximum number of participants in each consortium cannot exceed 10;
- Each project will be implemented for 3 to 5 years;
- Industry-university-research cooperation is encouraged, together with active participation from local governments and market actors;
- Each consortium should provide additional funds, according to a certain ratio depending on the topic (1:1 or 2:1).
